Adoption Becomes More Affordable | New Refundable Tax Credit Provision

Hopeful adoptive families received exciting news this month: the Adoption Tax Credit is now partially refundable—up to $5,000—thanks to recent bipartisan support from Congress and the President. The National Council For Adoption (NCFA) applauds this critical step toward making adoption more accessible for families across the country.

For the 2025 tax year, families can claim up to $17,280 in qualified adoption expenses per child. Until now, families with little or no federal tax liability couldn’t fully benefit from this credit. With the new policy in place, they may now receive up to $5,000 as a direct refund—an important change that can help cover not only adoption costs but also post-adoption support services like adoption counseling. 

“This is a life-changing prospect,” said Ryan Hanlon, President & CEO of NCFA. “It empowers more families to adopt and ensures support when it’s needed most.”
